"Lhasa is the only city in China that does not have piped natural gas as househood fuel, which doesn't conform to the image of the city and its social development," said Duan Gaoxi, vice mayor of Lhasa at the meeting.
Therefore, "it is very essential to properly draw up a natural gas plan of the city," he added.
Duan said the shortage of energy resources has been a major obstacle to the Lhasa's economic development. With the rapid development of the urban economy, it is necessary to introduce new way of energy use to ease the tension of energy supply.
Moreover, he said the conditions for building natural gas projects are mature.
The plan consists of two phases, i.e., the short term phase (2008-2010) and the long-term phase (2011-2020).
The areas to be been equipped with natural gas pipes, as said in the plan, are the center of Lhasa.
According to the plan, through integrating current natural gas markets, and building municipal natural gas supply system in the long run, the energy structure in Lhasa will be changed, thus to improve the efficiency of use of energy resources.
