In accordance with religious ritual and historical conventions, Shingtsa Tenzinchodrak was recognized as the 14th living Buddha of Shingtsa Temple in Tibet's Nagarze County in 1955 at the age of five. The 1959 Democratic Reform in Tibet changed Shingtsa's life. The nine-year-old boy left the temple to become a teacher in rural areas. After the Cultural Revolution, Shingtsa worked for a long time in Tibet's Shannan Prefecture. As a living Buddha and a master of the art of Tibetan Buddhism, he returned to the temple to help with the renovation and restoration of frescos and Buddhist statues. He also coaches lamas in the study of the sutras.

In January 2008, Shingtsa was elected Vice Chairman of the Standing Committee of the Tibet Autonomous Region People's Congress. Although he keeps himself busy with work and has been relocated to Lhasa, he still cares about the Shingtsa Temple and the people in Nagarze County where he lived and worked for decades. As a deputy to the National People's Congress, he often travels deep into Tibet for investigation and research purposes, and talks with farmers and herdsmen. He lives up to people's trust and expectations and fulfills his duties in accordance with the law.
