The Tibet Regional Government allocated 30.9 billion yuan RMB (4.52 billion U.S. dollars) for agricultural development and improvement of rural residents' livelihood during the 2001-2008 period, according to the regional financial department.

Since farmers and herders account for 80 percent of Tibet's population, it is imperative to improve their living conditions and increase their incomes.

In 2008, the per-capita net income of Tibetan farmers and herders reached 3,176 yuan RMB (465 dollars), and has risen at a double-digit rate for six consecutive years.

Also in 2008, the subsidies for Tibet's rural residents hit 1,000 yuan RMB (146 dollars) per person.

The number of people whose annual per-capita income was less than 1,300 yuan RMB (190 dollars) plummeted to 230,000 in 2008 from 1.48 million in 2001.

As one of China's five largest pasturing areas, Tibet boasts distinctive resources in agriculture and animal husbandry, with the yak-raising and highland barley production serving as the roll booster.

By the end of 2008, 11.75 billion yuan RMB (1.72 billion dollars) had been earmarked for the housing projects for Tibetan farmers and herders, with 870,000 rural residents from 172,000 households moving into new homes.

In the past three years, Tibet has spent 10.8 billion yuan RMB (1.58 billion dollars) on infrastructure construction in rural areas, with safe drinking water accessible to another 807,600 people and electricity accessible to another 558,500.
