Lhasa's Newu District, a place little known to the public, has been modernized in the campaign to develop Lhasa's urban areas. As a major component of the Overall Plan of Urban Lhasa, the new district will be built into a typical zone integrating he transport hub, business services, tourist attractions and dwelling with special characteristics. The projected area for the new district is set at 24 sq km, with a planned population of 100,000 to 120,000.

The new district is expected to post a revenue of nearly 20 million yuan (2.93 million U.S. dollars) by the end of 2009, with its tax revenue totaling 10 million yuan, up 70.67 percent year on year.
