Qiangba Puncog: three guarantees policy benefits 270,000 Tibetan students

"Since November 1, 2009, the standards of "three guarantees" policy (guaranteed food, guaranteed clothing, and guaranteed housing) for the children of Tibetan farmers and herdsmen policy had been changed for the eighth time, with total amount of outlay up to 500 million yuan and 270,000 Tibetan children benefited." Qiangba Puncog, chairman of TAR said on the 3rd session of the 9th Chinese People's Political and Consultative Congress of Tibet which was held in Lhasa, capital of Tibet on Jan 10.

In 2009, 419.25 million yuan had been allocated as the "three guarantees" fund in Tibet with benefiting 85,000 middle school students and 185,000 pupils in Tibet.

According to the new criteria, the subsidy for every pupil has raised from 1,300 yuan to 1,750 yuan per year, the high school student's subsidy also increased to 1,850 yuan instead of former 1,450 yuan. Meanwhile, the students studying in border county or township schools can receive 100 yuan more per year.

Qiangba Puncog said the year of 2009 was a successful year with goals of universal basic education and literacy being completed and free education policy being implemented among normal, mineral and agricultural majors in universities. This year, the "Three guarantees" policy will be further promoted, more and more kindergartens will be built, and the "bilingual" education projects will be started in agricultural and pastoral areas.
