Tibet to establish airports in all cities and districts
16:18, January 27, 2010

The Civil Aviation Administration of China published on January 25, "Opinions on Promoting the Development of Tibet's Civil Aviation," which indicates 18 measures to improve the service capacity, reliability, expansion, flying performance and developing capacity of Tibet's aviation, and to strengthen the construction of its aviation team.

All available forces of the industry will be used to promote the development of Tibet's civil aviation, and airports or airfields will be established in all the districts and cities of Tibet.

Reporters have learned that the administration will accelerate the construction and re- construction of Tibet's current airports and improve the navigational aid lighting system of every airport to meet the requirements of night navigation. In terms of air route arrangement, the administration will encourage and guide airline companies to increase air routes and flights between Tibet and other places in China (including Hong Kong, Macao and Taiwan), and will make it a priority to arrange flight schedules.

For the new single air routes destined for Tibet, the administration will offer a 2-year or 3-year protection period for market fostering. As long as the bilateral air transportation agreements are not broken, the administration encourages Chinese and foreign airline companies to open international air routes that connect to Tibet.

In addition, the administration also encourages qualified airline companies to establish their bases in Tibet's airports such as the airports in Lhasa, and will increase investments in the construction of Tibet's airports and increase subsidies to cover the losses of the airports.
