From the beginning of this year, Tibet will encourage the usage of the aid-Tibet funds into poverty-relief programs to form a great poverty-relief structure.
According to the program, Tibet will guide the special poverty-relief programs through different means, i.e. exclusive projects’ guidance, industrial expertise, social aids and more favorable subsidies.
Chonyi Yarphel, director of the Poverty Relief Office in the Tibet Autonomous Region, said that for a long time, aid-Tibet program had been an important force for the economic and social development of the Tibet Autonomous Region.
This year Tibet will strengthen the communication and coordination with the aid-Tibet provinces, and put the poverty alleviation into the aid-Tibet mechanisms, so as to create a poverty relief system with “Tibetan characteristic”.
According to the deployment of the 5th National Conference on Tibetan Work, every aid-Tibet province should arrange one thousandth of the general budget income of the previous fiscal revenue to support the development of Tibet.
This year, the aid-Tibet funds will be used to the poverty alleviation work to a certain proportion.
In recent years, Tibet has implemented a series of special poverty alleviation projects, including the economy housing project, ropeway reconstruction project and the Kashin-beck disease treatment project.
Through these projects, the housing problem of over 70,000 farmers and herdsmen in poverty-stricken areas have been solved, more than 4,000 people have said farewell to ropeways, and the prevention and treatment of the kashin-beck disease have achieved positive results.
Last year, the financial institutions had issued 3,089mln yuan discount loans for poverty alleviation work, which broadened the financing channels of the poor farmers and herdsmen in Tibet.
In 2013, there will be about 30,000 poor farmers and herdsmen living in new homes.
