Tibet records over 1.7 billion yuan in fiscal revenue in first half of 2010

Tibet Autonomous Region recorded more than 1.7 billion yuan in fiscal revenue in the first half of 2010, an increase of 36 percent from a year earlier, according to a report by Tibet Daily.

Tibet's general budgetary revenue has steadily grown. As of the end of June 2010, the region recorded over 1.5 billion yuan in revenue, up by more than 22 percent from a year earlier. Its fund budgetary revenue reached 191 million yuan, an increase of about 16 times from the same period last year.

The rise in tax revenue is higher than that of non-tax revenue and the revenue structure has continued to improve. In the first half, the region's tax revenue totaled 1 billion yuan, accounting for about 74 percent of the budgetary tax revenue and representing an increase of 291 million yuan or over 40 percent from a year earlier.

The non-tax revenue declined compared with the same period last year, but the decline rates further narrowed. In the first half, the region's non-tax revenue totaled 506 million yuan, accounting for about 78 percent of the budgetary non-tax revenue and representing a decrease of about 3 percent from a year earlier. Although non-tax revenue shows a downward trend, the decline rate has narrowed by about 5 percentage points.

Furthermore, in terms of fiscal expenditures, the region's fiscal expenditures were up by 9 percent to 20.8 billion yuan in the first half. Of them, general budget expenditures were up about 9 percent to 20.8 billion yuan. Focusing on preserving and improving people's livelihoods, the region has continued to raise the proportion of livelihood-related fiscal expenditures to total fiscal expenditures.

The fiscal expenditures relating to key livelihood areas were up over 8 percent to 14.2 billion yuan, accounting for over 68 percent of general budgetary expenditures. The further optimized fiscal expenditure structure has guaranteed the expenditures needed for the healthy development of various types of social undertakings.
