
On March 10, 1959, reactionaries from the ruling class of Tibet staged an armed rebellion in flagrant contravention of the 17-Article Agreement, in an attempt to preserve the serfdom.
In order to safeguard national unity and ethnic harmony, and free Tibetans thoroughly, the central government took the decision to "crack down on the armed rebellion, mobilize the masses, and implement democratic reforms".
On March 28, Premier Zhou Enlai issued the Decree of the State Council to dismiss the local government of old Tibet. An allround victory was won in surpressing the rebellion after two years of struggle, thus paving the way for democratic reforms in Tibet.
